The PBX owns what each client has (lines, numbers, plan, add-ons). Novare OS owns invoices and payments.
This page shows every message the PBX has sent, or is waiting to send, to Novare OS: client records,
service changes, monthly usage, one-time charges and the nightly services snapshot. A message is written
here BEFORE it is sent, retried on failure with backoff, and marked dead (never deleted) after 5
attempts, with an email to Mark. Dead messages can be retried below once the cause is fixed.
Internal accounts (Novare's own tenants) are sent with an internal flag; Novare OS records them and never invoices them.
