Ring an extension's phone, then automatically dial out to a number when they answer. Useful for callbacks from the admin UI.
Note: actual SIP origination is a follow-up — this request is queued in the click_to_call_queue table; the SIP-layer dialer is pending. For immediate use, click any phone number in the CDR table to trigger your default tel: handler (mobile/Groundwire).
